CDBG Cares Act Funding Amendment

Amendment to reallocate a portion of CDBG-CV funds form CDBG-Public Services to a new CV-Public Facility Improvement project.

CDBG Cares Act Funding

The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) has provided additional CDBG funding to the City of Meriden. Specifically, the City will be receiving $648,003 in these CDBG-CV funds that have to be used for the purposes of preventing, preparing for and responding to the coronavirus pandemic. In order to obtain these funds for programming, the City has prepared a Substantial Amendment to the current year Annual Action Plan. A copy of the draft substantial amendment can be found below for public review and comment. The comment period ends June 30, 2020.

The CARES Act and other waivers issued by HUD have also provided flexibility regarding the length of regulatory comment periods, in-person public hearings, and other Citizen Participation requirements as they relate to drafting, proposing, or amending Consolidated Plans and Annual Plans during the ongoing coronavirus pandemic. As such, the City of Meriden has amended its Citizen Participation Plan to establish procedures in line with these waivers. A draft of the the plan is available below for public review and comment. The comment period ends June 30, 2020.

Grant Opportunities

2020-2024 Consolidated Plan Update

The City of Meriden issued a RFP for consultant services for preparation of the 2020-2024 CDBG Consolidated Plan. This Plan combines the planning and application requirements of the Federal Statutes and serves as a statement of long- and short-term housing, community, and economic development initiatives for the City through its CDBG program. Work on updating the Consolidated Plan has begun and will continue into 2020. The Consolidated Plan will be submitted along with the Program Year 46 Annual Action Plan to the Department of Housing & Urban Development in May of 2020.

Please find a survey below related to the Consolidated Plan update. This survey will help determine the community development needs of the City, from infrastructure and housing, to public services and economic development. Needs identified through the survey will then be incorporated into the Consolidated Plan, giving the City the opportunity to use CDBG funds over the next 5 years to address those needs.
